Accessibility statement for Delta

This accessibility statement applies to Delta, the online system provided by MHCLG to facilitate the collection of statistical data and the administration of grant applications including:

  • local government finance statistics
  • housing and planning statistics
  • homelessness statistics (e.g. H-CLIC)
  • other MHCLG data collections
  • grant administration

This website is run by the Ministry of Housing, Communities and Local Government. On this website you should be able to:

  • zoom in up to 200% without the structure of the page being disrupted
  • navigate most of the website using a keyboard
  • skip to the main content of all pages using a keyboard
  • skip back to the top of all pages using a keyboard
  • read and access all menu and sub-menus using a keyboard or screen reader
  • use a keyboard or screen reader to read and access all tables

How accessible this website is

This website is not fully accessible. For example:

  • not all pages have headings which describe their purpose clearly
  • not all pages can be used with screen readers or speech recognition software
  • not all pages can be searched for and located easily

Despite our understanding that fixing this website's accessibility issues may or may not be a disproportionate burden, we recognise the importance of improving the accessibility of our services where we can.

Please note that Delta uses Orbeon Forms, this is a 3rd Party software application for which the ability to rewrite the underlying code is not under our control. Therefore, some accessibility issues with this application may take a considerable amount of time to resolve, or may not ever be possible to resolve

Keyboard/Screen Reader issues

The following issues on the Collection Request and User Administration pages are expected to be fixed in the next 3 to 6 months:

  • Press 'Tab' key for focus on the screen elements
  • Press Shift + Tab to focus reverse order
  • Ensure, "Skip to Main content" link functional

However, the same issues (as above) will be fixed in the next 6 to 9 months on the Orbeon Form Filler pages.

The issue to ensure screen readers can read the page content by tab order and mouse over will take 6 to 9 months to fix on the Collection Request pages, and over 12 months to resolve on the Orbeon Forms Builder/Filler pages.

Any feedback that we receive from users on accessibility issues will be investigated and we will prioritise improvements where possible.
