Data Protection of User Account Data under the General Data Protection Regulation
1. The identity and contact details of MHCLG and our data protection officer
The Ministry for Housing, Communities and Local Government (MHCLG) is the data controller. The Data Protection Officer can be contacted via dataprotection@communities.gov.uk
2. Why we are collecting the data
Your personal data is required to set up a user account on Delta. The required personal data is your work email address, name and contact telephone number. This is to enable you to access the system and provide data as requested by the Department to fulfil its functions and policies. We will use your user account details to send you email notifications regarding data returns that are due or submitted onto the system. We may use your telephone number to contact you regarding overdue submissions. We may also use this information to send you communications relating to the Delta system.
3. Legal basis for processing the data
This processing is necessary for performance of a task carried out in the public interest or in the exercise of official authority vested in the controller, (GDPR Article 6(1)(e)).
4. With whom we will be sharing the data
We will share your user account information with our suppliers who provide the Delta support services. These are currently Exela and Softwire. This will only be for the purpose of assisting you in providing the correct data to Delta. We will also share your account information with other Delta users in your organisation(s). This is to enable them to work with you to ensure the correct access permissions are set in the system to enable you to provide required data.
5. For how long we will keep the personal data, or criteria used to determine the retention period.
Your personal data will be held until you notify us that your role has changed and you are no longer required to provide data to Delta, or until the annual User Access control review identifies your account as being inactive for a prolonged period. At this stage we will disable your user account in Delta. If you wish your full user account information to be deleted from the user database you will need to request this in writing to the Delta Service Desk at mhclg.digital-services@communities.gov.uk.
6. Your rights, e.g. access, rectification, erasure
The data we are collecting is your personal data, and you have considerable say over what happens to it. You have the following rights:
- You have the right to obtain confirmation that your data is being processed, and access to your personal data
- You are entitled to have personal data rectified if it is inaccurate or incomplete
- You have a right to have personal data erased and to prevent processing, in specific circumstances
- You have the right to 'block' or suppress processing of personal data, in specific circumstances
- You have the right to data portability, in specific circumstances
- You have the right to object to the processing, in specific circumstances
- You have rights in relation to automated decision making and profiling
