Start using Delta
How to register, set up your account and sign in.
Access Delta
Access Delta using one of these browsers:
- Microsoft Edge
- Google Chrome
- Firefox
- Safari
You may not have the same functionality if you use a different browser. You cannot use a mobile device.
The URL is https://delta.communities.gov.uk. Bookmark this link to make it easier to find.
Register
You will either need to register using the registration page, or you will have had an account set up for you by MHCLG. You will get an email from Delta if your account has been set up for you.
My account has been set up for me
You will receive an activation email from Delta System using the email address delta@datacollection.communities.gov.uk. Select the link in this email to set your password. The link is only active for 24 hours. After 24 hours, follow the link and it will allow you to request another activation email.
Once your password has been set, sign in.
Go to My account and make sure your details are correct. If they are not, you can change them. Contact us if you need help with this.
The menu items you see and what options are available to you depends on your user role and your responsibilities. Contact us if you think you need access to more options.
I need to create an account
Go to the registration page and enter your first name, last name and email address. You must use your personal work email address and not a shared mailbox. You cannot register with any other type of email address.
You will see a screen that tells you an activation email has been sent. Follow the link on the email to activate your account. The link is only active for 24 hours. After 24 hours, follow the link and it will allow you to request another activation email.
Check your junk mail if you cannot see the email.
You will get an error message if you have used an email address that is not from an organisation registered with Delta. Contact us if using your personal work email address does not work.
If you already have an account, and you try to register again, you will get an email with instructions for how to reset your password.
Set up my account
The activation email will take you to my account. You can also find the link in the top right corner of the screen.
My Roles
Select ‘Provide data’. This allows you to view, edit and submit returns.
‘View reports related to financial transactions’ should already be selected. This allows you to view and download financial reports.
You must not select certifier role unless you are the section 151 officer or an approved data certifier for financial forms for your local authority. You will need to agree to additional terms and conditions or have your role authorised by another certifier. See how to register as a data certifier.
You can select both ‘Provide data’ and ‘Certify data’ but most collections will not allow you to certify data you have submitted.
Select ‘Save and continue’.
My collections
Data providers working for one organisation
Select the collection groups you need to submit data for under ‘Allow access’.
The organisation linked to your email address will be automatically assigned.
Contact us if these details are incorrect or your collection group is not listed.

Data providers working for multiple organisations
The organisations you need to submit for should already be listed. Remove any that don’t apply. Add or remove the relevant organisation(s) for each of the collection groups you have selected access for. Contact us if these details are incorrect and cannot be changed by you or your collection group or organisation is not listed.

My Details
Complete the My details section then select ‘Save your selections’.
Password problems
If you enter the wrong password or username, you will see an error message. If you do this five times your account will be locked. To unlock your account, reset your password.
Your password will expire after 12 months. After 12 months, reset your password.
Reset your password
To reset your password, select the password reset link on the sign in page. Enter your email address and select ‘Submit’. Enter the email address that you use as your username. This should be a personal, work email address, and not a shared mailbox. You will receive an email with a link that takes you to the ‘Reset Password’ page.
Create a new password. It must be 12 characters or longer and not contain % < or >.
